So let’s say I know I’m going to die. Can I contact Decipher to get my 10% passed down to my kids and grandkids?

I suppose if your kids continue to mentor all your d’menteds then there wouldn’t be a problem. Otherwise they’d probably be given to someone like Slaxor, Stumpy, or AC.
